I was refused the UK student visa. I have appeal. But while the appeal last, I want to ask my school to refund back to me my tution fees. Is it possible.

Well my dear, you went and put the cart in front of the horse! Only if your "tuition" fee was "contingent" upon your UK Student Visa. I see no other way legally, that is, unless the learning institution takes "pity" on you. Unfortunately you now know that you should have "obtained" your student visa first, then applied to the school, and then paid your tuition. Why were you refused? Let us know, and maybe we can help you out. Good Luck, and try "begging and pleading" with the administration of the school to get you money refunded. Tell them as soon as this matter is rectified, you will register. You could offer to leave a "small" amount of your money, in good faith, on deposit. No harm in asking and trying.
